TFC John H. Winters Building Deferred Maintenance: Work within a secured building without disruptive shutdown to the existing building

The John H. Winters building is owned by the Texas Facilities Commission (TFC) and houses several state agencies. Encotech Engineering was tasked to verify, prioritize, and address a list of predetermined deficiencies at the John H. Winters Building through a two-phase process.
The John H. Winters building is owned by the Texas Facilities Commission (TFC) and houses several state agencies. Encotech Engineering was tasked to verify, prioritize, and address a list of predetermined deficiencies at the John H. Winters Building through a two-phase process.
In the first phase, Encotech, along with the five sub-consultants, verified listed deficiencies, identified additional items through the survey, and provided a thorough report with a recommended course of action, opinion of probable cost, and priority list for use in developing a construction document scope. The primary scope of work included replacing the fire alarm system, replacing the three 300+ ton air handling units, addressing site ADA issues, full re-roof, and constructing an egress corridor.

The second phase included construction documents and construction administrative services. Encotech developed the design in close coordination with the hired CMR to produce a final drawing set within budget. At the 100% CD phase, Encotech worked with the CMR and TFC project manager to review costs and adjust the scope to meet the project budget goals.

During the construction phase Encotech worked to review the CMR’s construction efforts, provided RFI responses, submittal review, coordination and work with the commissioning agent, and scheduling of the TDLR review.
