Mr. Francis is Principal and Vice President of Structural Engineering and Project Manager at Encotech Engineering Consultants, a Central Texas boutique MEP and Structural Engineering firm delivering professional services that range from design to consulting.

A professional conviction that “if an architect can dream it up, I either have or I can design the structure for it” is at the core of Scott’s 32-years of experience in Design Management as a Structural Engineer. His projects in Central Texas include civic buildings, higher education, and K-12 facilities, residential buildings, retail and commercial spaces, and industrial facilities.

Scott’s long career has allowed him to work on various projects, from the very simple to the very complex, utilizing practically every type of building material and structural system. During his time at Encotech, He has made a mark as an assertive leader with an entrepreneurial approach to management. His structural engineering experience alone has touched hundreds of significant public and private sectors projects, including many projects for the University of Texas at Austin and Austin Community College and more than 30 school projects for the Austin Independent School District.

Mr. Francis likes to reminisce that two draftsmen worked with ink on mylar in his first job in a structural design office. He “would make bluelines of the drawings and mark up my comments for the draftsmen on the bluelines,” a practice obliterated and made extinct by the nascent AutoCAD software. Scott worked for 23 years at another Austin Structural Design company when, by “a stroke of luck,” as he likes to call it, he was invited to join the Encotech family. It has proven to be a perfect match, as Mr. Francis was able to expand the company’s network of private-sector architects working on Encotech’s public sector projects while fulfilling his goal of participating in the evolving city landscape.

A trademark of Mr. Francis’s collaborative style is not simply reacting to an architectural plan and fitting structure where needed but engaging more deeply. He prefers to ask questions and find out what the client’s vision is for space and create a sympathetic structure or even enhance that vision.
